Lifecycle Management
Resolis has a dedicated team of Lifecycle Managers focused on delivering long-term asset management solutions across the PFI/PPP portfolio.
What sets our team apart is its combination of technical expertise, financial acumen, and a multidisciplinary approach. This unique skill set enables Resolis to proactively manage the risks and opportunities associated with the Lifecycle fund.
Leveraging years of industry experience, including insights from the early days of the PFI/PPP sector, we have developed robust processes and a suite of analytical tools to efficiently manage Lifecycle activities.
Handback Management
Resolis provides comprehensive Handback Management services, equipping key stakeholders with the information and guidance needed to navigate the PFI/PPP expiry process.
This is achieved by leveraging the technical expertise of our Lifecycle, Commercial, and Assurance teams, combined with the operational and financial knowledge of the project teams.
Our processes are built on industry best practices and are further strengthened by extensive PFI/PPP experience accumulated over the lifetime of the sector.
While guidance generally recommends starting the handback process seven years before the concession end date, our experience shows that taking key actions earlier, within day-to-day MSA delivery, helps mitigate risks and maintain operational excellence throughout the project term.
Assurance
Resolis has a dedicated Assurance Team with significant PFI/PPP expertise across all key skill sets, from commercial management and PayMech application to experienced engineers and Hard FM Operatives.
By proactively addressing compliance challenges, Resolis will help safeguard assets, mitigate liabilities, and uphold industry best practices.
As projects are mobilised, they undergo an initial assessment, followed by ongoing evaluations on a rolling basis. Trends are monitored, and lessons learned are integrated into the business’s daily operations to drive continuous improvement.
Resolis has developed a bespoke Assurance Framework to rigorously assess contract and service delivery against both contractual obligations and market standards. This proactive, deep dive review evaluates the performance of all parties, fostering collaborative issue resolution and ensuring compliance with contract requirements.
The review focuses on two key areas:
- Contract Compliance
Including Helpdesk operations, self-monitoring, and the Payment Mechanism. - Hard FM Compliance
Ensuring adherence to statutory maintenance requirements.
Our assessments identify potential risks and gaps in service delivery versus the contract requirements, offering assurance on the current status of the project and actionable recommendations to strengthen compliance, enhance operational effectiveness, and support long-term service delivery compliance.
Conducted in partnership with the MSA Operations team and FM Contractor, the review is led by our specialist Assurance Team. This additional resource supplements business-as-usual (BAU) operations, providing the opportunity to pause, reflect, and assess service delivery against contractual expectations.
Where contractual non-compliance is identified, a corrective action plan is collaboratively developed to realign the project with contractual obligations.
These reviews are a fundamental part of Resolis’s approach to ensuring projects are handback-ready.
Additionally, the Assurance Team provides tailored support for projects requiring specialised resources, such as re-set programs.
Commercial Services
Resolis possesses strong commercial acumen and operates a dynamic commercial training framework for SPV managers and other team members working on operational projects.
This rolling training program ensures continuous learning and the sharing of lessons learned within the commercial domain.
Topics covered include contractual interpretation, payment processes, variation best practices, and industry lessons learned.
The program is designed to equip our operational teams with the skills needed to effectively identify and manage commercial risks.
Additionally, Resolis offers enhanced support for projects that require more than standard commercial assistance.
In cases where projects face more complex challenges or require dispute resolution—such as Standstill Agreements, Settlement Agreements, Mediation, or Adjudication—our dedicated Resolis Commercial team provides specialised guidance and resources.
ESG
Resolis has a dedicated ESG Manager to lead ESG initiatives across our PFI/PPP portfolio.
We recognise that ESG factors can significantly impact the long-term performance and value of infrastructure assets, and we are committed to fostering proactive, collaborative engagement with stakeholders to identify and manage climate risks and opportunities.
This is achieved by leveraging the expertise of our ESG Manager alongside the technical knowledge within the Asset Services team to drive positive contributions and impact across our portfolio.
Our ESG services are guided by industry frameworks, such as the IPA’s recommended approach for the Decarbonisation of Operational PFI/PPP Projects, enabling stakeholders to navigate the risks and opportunities associated with ESG.
Our approach focuses on recognising the unique risks and opportunities within ESG to inform strategic decisions and empower stakeholders to develop tailored action plans.

We've only been working with the Resolis team for a number of months now but their expertise and professionalism has shone through in that short time. Things were in a state of flux and they've stepped in and steadied the ship. They've helped us tweak services to better protect the investment, ramped up performance and influenced the introduction of a number of positive changes across the site.
Resolis have gone above and beyond in making sure our sites are as safe as possible. They ensured that we have been able to remain open as we continued to struggle from the impact of COVID and the need for many of our teams to self-isolate over the last 5 months or so. Their hard work and support have been greatly appreciated by our FM team.
Our history has been extremely complex and fraught at times and Resolis’ contribution to getting the PFI arrangement working effectively should be applauded. In all the stress, we've found them reasonable and outcome-focused at all times. Without compromising their position they've engaged with us, been approachable and focussed on solutions. The project team have borne very difficult circumstances with good humour and it’s remarkable where we are today given the polarised positions that existed.
The project had a history of poor operational performance with SDPs breaching thresholds for subcontractor replacement and project termination on many occasions. However, a remedial plan to improve estates and cleaning service lines has been implemented by the FM subcontractor, resulting in a reduction in SDPs and deductions over 2024 and improved relationships. The appointment of a new project manager, Resolis, in 2023, also appears beneficial in project monitoring and initiative delivery. As a result, by April 2024, SDPs fell below the replacement threshold, and by September 2024, below the warning notice threshold.
