Becky Mercer, SPV Manager

Becky is an experienced PFI/PPP asset and operational management professional with more than 25 years’ experience delivering complex infrastructure and facilities management solutions across healthcare, education, defence, and the wider public sector.

She has held senior operational and asset management roles with leading organisations including GB Partnerships, Semperian Asset Management, John Laing, WSP, Albany Services and the MoD, managing some of the UK’s most significant healthcare and public infrastructure projects. Her expertise spans SPV management, lifecycle planning, contract compliance, facilities management, governance, risk management, and stakeholder engagement.

Becky has extensive experience managing both hard and soft FM services, developing long-term lifecycle strategies, overseeing major capital works programmes, and ensuring contractual and statutory compliance across complex PFI environments. She has successfully led multidisciplinary teams, managed relationships with NHS Trusts, investors, Project Companies and FM providers, and regularly produced Board-level reporting to support strategic decision-making.

Her commercial and operational approach is underpinned by a strong focus on delivering value for money, managing risk, driving continuous improvement, and maximising long-term asset performance. Becky also brings significant experience in benchmarking, market testing, change management, concession compliance and handback planning, helping clients protect asset value throughout the full project lifecycle.

Joining Resolis in August 2026, Becky strengthens our growing asset management capability, bringing deep operational knowledge and practical expertise to support clients in optimising the performance, compliance, and long-term sustainability of their infrastructure assets.

In her spare time, Becky enjoys walking the Northumberland coast and spending time with family and friends.
